Data Submission Requirements for Geologic Reports

House Bill 384 (Utah Geological Survey Data Submission Amendments) from the 2024 General Session of the Utah Legislature took effect on May 1, 2024, and requires agencies in Utah to submit final geologic, fault hazard, and geotechnical reports received as part of a building or other infrastructure permitting process to the Utah Geological Survey (UGS) within 90 days.

This applies to compliance agencies as defined in Utah Code 15A-1-202(6):

  1. an agency of the State or any of its political subdivisions which issues permits for construction regulated under the [building] codes, or
  2. any other agency of the State or its political subdivisions specifically empowered to enforce compliance with the [building] codes.

Submit reports using one of the following methods:

Paper (Physical) Reports

When submitting a physical paper copy of a report, please mail the report using one of the following methods:

Once the UGS has digitally scanned the report, it can be returned upon request.

Digital PDF Report Files

When submitting a digital PDF file of a report, use one of the following methods:

  1. Email the file to ugs_georeports@utah.gov (likely limited to about 10 to 20 MB of attachments, depending on your email provider).
  2. Upload the file to a Google Shared Drive that the UGS has set up for the compliance agency. Please email ugs_georeports@utah.gov requesting access with a list of your authorized user email addresses. This shared drive may be accessed using a URL in a web browser or can be accessed using Google Drive for Desktop software that is installed on your computer.
  3. Mail a USB flash drive or portable hard drive to the UGS address above, which can be returned upon request.

Submitted digital PDF files shall be unlocked, so they can be properly processed for archival purposes.

What does the UGS do with submitted reports?

Once the reports have been processed through the archival workflow, they will be available online in the GeoData Archive System.

These reports contain critical subsurface geologic information that the UGS uses, along with geologic maps, lidar elevation data, aerial photos, and other data, in the process of creating comprehensive geologic hazard maps. Available geologic hazard maps are available online in the Utah Geologic Hazards Portal. The latest UGS recommended geologic hazard investigation, report, and review guidelines, which also includes a Model Geologic Hazards Ordinance, are available in UGS Circular 128: Guidelines for Investigating Geologic Hazards and Preparing Engineering Geology Reports, with a Suggested Approach to Geologic-Hazard Ordinances in Utah, second edition.
