Energy Efficiency and Conservation Block Grant

On March 26, 2009, the Department of Energy (DOE) released the DE-Funding Opportunity Announcement-0000013 and the funding allocations for the Energy Efficiency and Conservation Block Grant (EECBG) portion of the American Recovery and Reinvestment Act (ARRA).
Utah was allocated direct formula grants totaling $34,214,700 to use for projects to reduce energy use and fossil fuel emissions, improve energy efficiency, stimulate the
economy, and create or retain jobs.
Of the state allocated EECBG grants, the Utah State Energy Program (USEP) was allocated $9,593,500. Utah formula cities and counties were allocated $18,184,100 and federally recognized
tribes, in Utah were allocated $6,437,100. The USEP funds will soon be available as sub-awards, on a competitive basis, to certain local governments.

Eligible Non-formula Cities & Counties
The DRAFT Request for Grant Application (RGA) includes the RGA narrative, seven application forms, and other attached information.
The FINAL RGA will be posted and announced immediately
after the DOE approves the USEP EECBG Strategic Plan, which was submitted on June 23, 2009. Following DOE approval, this grant will be available through USEP.
There will be only a narrow window of time for applicants to submit the FINAL RGA to the USEP. Because of this limitation, the release of this DRAFT should help applicants to start preparing for this
opportunity.

USEP Allocation and Outreach
USEP will make at least 60% of the $9,593,500 available, on a competitive basis, to non-formula cities and counties. If your incorporated community is NOT on
the DOE direct formula grant list, then you may be eligible for the USEP EECBG opportunity.
Currently, USEP is scheduling EECBG-related presentations and discussion groups with non-formula cities and counties
across the state. Some of these presentations are being hosted by the Association of Governments. The USEP would like to thank all those assisting in facilitating these meetings, the Association of Governments has really helped out!
USEP is also preparing guidelines and requirements describing how the EECBG measurables (energy saved, energy generated, greenhouse gas emissions reduced, jobs created, funds leveraged,
and timelines) will be monitored, inspected, and reported to the USEP.
Non-formula Cities & Counties Survey

USEP released a survey on May 21, 2009 requesting information from non-formula cities and counties. This survey was a mechanism for USEP to gather information about proposals cities
and counties are developing or may develop for the forthcoming Utah EECBG opportunity. It also provided information to communities about what USEP may require in our forthcoming request for grant application.
USEP thanks those communities that participated in the survey.

Tribes (xls)In order to receive the allocated funds, states, formula cities, counties, and tribes were required to submit their applications and Energy Strategies for the direct formula grants to the DOE by August 10, 2009. DOE is currently reviewing all applications. For updates on which formula entities have been awarded, please visit the EECBG Web site.
